Vietnam and the EU Deepen Strategic Partnership with New Agreements in Technology, Infrastructure and Energy
On October 22, 2026, during General Secretary and President Tô Lâm’s visit to Brussels, Vietnam and the European Union reaffirmed their commitment to expanding economic cooperation, building on their Comprehensive Strategic Partnership established in January 2026.
The discussions focused on several strategic priorities, including critical minerals, advanced technologies, renewable energy, infrastructure and deeper integration into global supply chains.
During the visit, several cooperation agreements were exchanged:
- Industrial technology: Vietnam National Chemical Group (Vinachem) and France’s Air Liquide signed an agreement covering energy efficiency, industrial safety and energy transition, including potential technical exchanges in hydrogen and ammonia technologies.
- High-tech manufacturing: Hanoi authorities, Aquitara Fund and 512 Finance agreed to explore the development of an eco-industrial and high-tech park in Hanoi.
- Education and human capital: Vietnam’s Ministry of Education and Training and the EU signed a cooperation agreement on education and training.
These agreements build on the EU’s €560 million investment package announced in March 2026 under its Global Gateway strategy, targeting sustainable transport and clean energy. Among the initiatives is a €200 million financing agreement between the European Investment Bank and Techcombank to support climate-related investments.
Both sides also emphasized the importance of fully implementing the EU–Vietnam Free Trade Agreement (EVFTA) and advancing ratification of the EU–Vietnam Investment Protection Agreement (EVIPA), which would provide a more comprehensive framework for bilateral investment.
The EU is already one of Vietnam’s largest trading partners, with bilateral trade reaching approximately US$67 billion in 2025. The latest developments further broaden cooperation beyond traditional trade into advanced manufacturing, technology transfer and strategic infrastructure, supporting Vietnam’s efforts to attract higher-value investment and strengthen its position in global supply chains.
