Vietnam General Secretary & President, To Lamโ€™s visit to India and meeting with Prime Minister Narendra Modi marked another step in deepening Vietnamโ€“India relations, with both sides planning closer cooperation across AI, cybersecurity, digital payments, defence, maritime security, critical minerals, rare earths, energy security, and supply chain resilience.

The partnership also has a clear economic dimension. Both sides aim to lift bilateral trade to USD25bn by 2030, from more than USD16bn currently, while potential linkage between Indiaโ€™s UPI and Vietnamโ€™s payment systems could support cross-border payments and digital connectivity.

For Vietnam, this is another clear example of its โ€œbamboo diplomacyโ€ in action โ€” staying strategically balanced while deepening practical cooperation with major partners. What is notable is the pace: just one month after taking office, Vietnamโ€™s new leadership has been highly active on the foreign affairs front, engaging at the top level with all major economies in Asia, including China, Singapore, Japan, South Korea, and now India.

In an increasingly multipolar world, countries are trying to diversify their partnerships and avoid becoming overly reliant on any single superpower. Vietnam appears to be one of the most active โ€” and arguably one of the most skillful โ€” in executing this strategy, maintaining strategic balance while deepening practical cooperation with major partners.
